| A Letter to the Residents of the 7th Representative District |
| Dear Neighbor: "One of the most valuable ways I have of gaining insight into the needs and concerns of our community is by attending civic association meetings. Last fall, I attended 20 civic association meetings, from Kimberly Chase to Ashbourne Hills, from Brandywood to North Graylyn Crest, |
and all points in between. I attended meetings in order to listen for opportunities to help our neighborhoods be stronger. Most of the issues we discussed were of a very practical nature: changing signal timing to improve traffic flow in and out of neighborhoods like Longview Farms and Sunnybrae; mitigating ponding at entrances to Fairwoods and Windybush; and, coordinating traffic studies for areas such as Buckingham Heights. We also talked about broader issues such as airplane noise, recycling and speeding traffic. I walked away from these discussions with requests for help, and with a better understanding of the perspectives and priorities of the residents I serve. I have already taken information I received regarding snow plow funding and crafted a piece of legislation to help close a gap in the current program. It is important to me to sit down and talk with the residents of the 7th District. In order to provide the best service, I need to understand the unique needs of each neighborhood, as well as, the common concerns of our community. With this in mind, I continue to reach out to each of you. If I have missed your civic association meeting and you would like me to attend your next one, please let me know. I look forward to working with you this year."

| Breaking News - Bill Introduced to Assist Civic Associations Affected by Ice Storms |
January 10, 2008
Rep. Bryon H. Short (D-Highland Woods) today introduced legislation to provide financial relief to civic associations impacted by ice storms. HB 284, jointly sponsored by Sen. David P. Sokola (D-Beech Hill) would reimburse communities for costs incurred in sanding, salting and plowing after ice storms. "Several years ago. the General Assembly enacted legislation to provide relief to civic associations following major snowfalls," Rep. Short stated. "This bill would extend that relief to costs associated with ice storms. The Delaware Department of Transportation would have to |

certify that an ice storm has met the standard to trigger reimbursements. "This is legislation that several civic associations told me was needed," Rep. Short said. "Recent ice storms have drained the treasuries of many communities, and I hope that this bill will give them peace of mind in the future." |
